On Yinan central heating project steam price pricing consultation meeting minutes
On March 9, 2016, the Municipal Economic and Information Commission organized a consultation on the price of steam supply for Yinan central heating project. The Municipal government office, the Municipal Economic and Information Commission, the Municipal Development and Reform Commission, Fotang Town, Chizhen, Yinan district heating project owner Fang Huachuan Group and other units as well as nine companies responsible for the Buddhist hall and Chian in the steam supply area attended the meeting. The meeting was presided over by Jin Haifeng, deputy director of the Municipal Economic and Information Commission, Hong Xinqiang, deputy director of the Municipal Government Office, and Jin Yangjun, deputy director of the National Development and Reform Commission, attended the meeting to give guidance.
The meeting was introduced by Huachuan Group, the owner of Yinan central heating project, the pricing plan for the steam supply price (see Annex 1). The person in charge of nine existing boiler enterprises with more than 4 tons in Fotang and Chian raised questions on the pricing plan, and the two sides fully negotiated the price for the steam supply. Finally negotiate and jointly confirm the following pricing plan:
1.In 2016, when the boiler is connected to the central heating pipeline according to the government plan, the access opening fee will be waived, and the gas supply price will be discounted by 10 yuan/ton on the benchmark price of each level of Huachuan pricing scheme; Access after the deadline, according to Huachuan pricing plan implementation, charging 80,000 yuan/ton access opening fee.
2.From January 1, 2017, the Huachuan pricing plan will be implemented, and it will be adjusted according to the coal steam movement mechanism.
3. Huachuan Group promises to ensure the stability, reliability and applicability of steam supply, and realize the full steam supply in Chian area by the end of March 2016, and realize the full steam supply in Fotang Industrial area from the end of April to the beginning of May.
